Main Street on the new Acton Box factory bulldlno In Staff Photo By Bob Burtt Unless the Ontario government meets their demands on taxation reform Federation of Agriculture members will withhold education taxes this year That the message OFA Gordon Hill gave MPP Jim Snow of East and George Kerr of Halton West Minister of Energy and Resources at a meeting at the Department of Agriculture office in Milton Monday morning Mr Hill said education tax should be a people tax and not a property tax He said the farmer pays an unfair share under the present system noting the tax money for education should be paid by the province and raised through Income tax or luxury taut I realize cant one step but we want to have a timetable with dates mat things will come off on For 20 years there has been talk about juggling assessment but there hi no solution there he said He explained there was con to taxing just res deuces or Just form buildings and then consideration for taking education tax right off farm property but there was always some reason It t work The solution is not in Juggling assessment but In shifting the tax from a property tax to a people tax Mr Hill said Education is a service to people not to land and property and it should be paid by people We don like to do this but unless there is satisfactory action we will and if It fouls things up thatBtough Hill said there was support from some county councils and school boards who favor the move Kerr reminded the OFA representatives the province had Increased the amount It paid towards education to per cent this year and that money would come from a people tax It is unfortunate the municipalities never passed the saving an average of nine mills in Halton back to the taxpayer Kerr that budgets would tend to be fatter if paid directly by the province Its human nature to make It fatter than necessary he said One farmer with 150 acres said be paid in tax last year and He said the man down the road from him who lived on a small lot paid only tax Mr Snow explained county would be assessed at market value beginning next year He said Toronto Township Caledort and Pickering were among those already reassessed Harold Middlebrook a Burlington fanner and chairman of the property committee of the Federation said Darcy the Minister of Municipal Affairs realizes there is a problem In as it had been reassessedhut not to 100 per cent of market value Mr Snow said no one wants to give relief to farm land to help speculators He said it was hard to assist farmers without helping speculators The true developer is well taxed but Is the the middleman who only pays agricultural tax who is bard to get at he explained Mr Kerr said the big problem was finding a definition of a bona fide fanner Kerr said there should be more control of education budgets tram Toronto and more appraisal by the department of education He said there would be some relief for the farmer in assessment this fall but no details of what that relief might be were spelled out He said a sample survey Mississauga pointed out that of precis checked five were held by developers and this Is believed to be accurate for that area Kerr said he feared helping a minority of farmers would help a majority of speculators who cSdnt need or deserve help He said Mr felt assessment at market value was the most fair way but agreed something had to be done tor the farmers I hope you re not serious about withholding taxes 1 can be done He pointed out the case of Joan California who got into all kinds of trouble for withholding taxes extent be said Pete a Burlington farmer who sat on a committee writing the report for reform of farm taxation in Haltoo noted his Investigations the big was identifying the farmer If yon restrict to a private concern youre penalizing the man who went to a limited company to keep equity flowing In his family he sola Mr Snow noted the Idea of Continued on Page i
