The study area was expanded to ensure adequate coverage to the greatest extent possible with regards to environmental effects over a much larger area than the project would occupy. ("Stantec") to prepare an Environment Screening Report ("ESR") as required under Ontario Regulation 116/01 of the Environmental Assessment Act. The ESR is being completed as required for a Category B project under the Ministry of the Environment's Environmental Screening Process for electricity projects, as outlined in their "Guide to Environmental Assessment Requirements for Electricity Projects (March, 2001)." Brookfield Power and Stantec will also work with federal authorities to determine any requirements for federal permits or approvals under the Canadian Environmental Assessment Act. He also noted that Tecumseh's Ice Track Project will be a significant catalyst for development of the Highway 401 and Manning Road corridor, "which will create significant economic benefits for the entire region." McNamara said as mayor of Tecumseh, he's been able to develop a strong working relationship with both levels of government that has resulted in $22 million in provincial and federal grants for infrastructure in the municipality. He went on to say he will be lobbying governments for "much needed improvements" for County Road 22 from Manning Road to Emeryville in Lakeshore. He also said the county must be involved with discussions concerning the Canada-U.S. border. "This is not a challenge that involves Windsor alone," McNamara said. "The county must be an active and vocal participant in any discussions and ultimate solutions to the problems that face our region. The future of our agricultural and industrial sectors depends on it. The transportation issues at hand involve both sides of the border and we must come together to find a solution." But the focus of the night was mainly on Mike Raymond's efforts working as warden of the county since 2003. He said he made the decision not to run for the position around this time last year. Raymond has been involved in municipal politics for 15 years, including a term as the mayor of LaSalle. "When I first got into county council I really took a liking to the whole philosophy of coming together as a county and working for the greater good," Raymond told reporters before the event. "So, becoming the warden of the county was certainly a goal of mine." Raymond said some of the achievements of county council he is most proud of include implementing the first official county plan for residential development and recruiting 130 physicians to the area.
