Thirty-three years ago, when an Essex 73's team formed in the Great Lakes Junior "C" Hockey League, Frank Matthys was there behind the scenes. Since then, he's been a part of 12 league championships, 12 season championships and five Ontario Hockey Association Junior "C" titles. He's seen players come and go ­ some rising to higher ranks, others nearing the end of their careers. He watched from behind the bench as the first 73's `dynasty' team swept through the competition to become winners of multiple All-Ontario championships in the late 1970s. He was there again when the team captured the same title twice this decade. For his years of service Frank Matthys was honoured Sept. 19 at Essex Memorial Arena. They rolled out the red carpet to centre ice for the veteran equipment manager, who recently celebrated his 80th birthday, and presented him with an Essex 73's No. 80 jersey. Team President Doug Lapointe and captain Rob Shepley were there to honour Matthys with the shirt, along with two tickets to see his other favourite hockey team in action, the Toronto Maple Leafs. "I was surprised," Matthys said after the ceremony about his fellow coaching staff and players. "They're always up to tricks." Head Coach Tony Piroski, who's been with the team for six years, said he's known Matthys for a long time. "He sure is part of the team," Piroski said. "He's done so much ... I truly think he's the heart and soul of this team." When the team joined the league in 1972 Matthys was volunteering with one of Essex's juvenile teams. He was asked to join the squad as one of the goal judges, a job he did for 22 years. After that, he became the equipment manager, a position he will maintain for the 2006-07 season. Matthys doesn't predict any big changes in his life in the next few years. He likes being involved from behind the bench. There's no reason to watch from the stands yet, he said. The Corporation Of The Town of Kingsville Notice of Public Meeting New Official Plan And Housekeeping Amendments Take Notice that the Council of the Corporation of the Town of Kingsville will hold a public meeting on Monday, October 2nd at 6:00p.m. in the Council Chambers of the Municipal Office situated at 2021 Division Road North, to give final consideration to a new official plan in advance of submitting the document to the County of Essex for circulation to government ministries and agencies. In addition, the public meeting will also consider housekeeping amendments to the Town's existing Official Plan to correct some inconsistencies between the existing Official Plans and the existing Zoning By-laws. Council for the Town of Kingsville had previously approved a new draft Official Plan and had submitted it for circulation and comment to the Ministry of Municipal Affairs and Housing. Since that time, the Province has introduced a new Provincial Policy Statement. As a result, wording changes were required to the proposed new Official Plan to ensure that it is consistent with current Provincial Policy. All required changes have now been made and the Council is prepared to once again submit its new proposed Official Plan to the County of Essex for government circulation and pre-consultation. There could be further changes to the document following the circulation period. Information will be available at the public meeting which highlights the changes to the document. In addition, housekeeping amendments are being considered for the existing Official Plans. These housekeeping amendments will eliminate inconsistencies between the existing Official Plans and Zoning By-laws which will assist with the completion of the new Official Plan. For example, the Long Term Care facility on Division Road is currently designated Highway Commercial. The housekeeping amendments will change that land use designation to Residential to better reflect the existing use and to be consistent with the zoning that pertains to the property. In doing so, the actual amount of Highway Commercial land will be more properly represented on the Official Plan land use schedules. More complete information regarding the Housekeeping amendments will be available at the public meeting. ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Official Plan and Housekeeping amendments. If a person or public body that files an appeal of a decision of the Council of the Town of Kingsville regarding the proposed documents does not make oral submissions at a public meeting or make written submissions to the Town of Kingsville before the proposed documents are adopted, the Ontario Municipal Board may dismiss all or part of the appeal. The public is encouraged to attend this meeting and share their comments and concerns with Council on any key transportation issues for the Town. All comments and concerns regarding transportation issues will be collected and utilized by the consultant retained by Council and the study team. Town of Kingsville Transportation Master Plan Information Session and Meeting will be held on Monday, October 2, 2006 commencing at approximately 7:00 p.m. at the Kingsville Town Hall located at 2021 Division Rd. N., Kingsville, Ontario. The purpose of this study is to develop short and long-term transportation improvement plans consistent with the Town of Kingsville Official Plan, the recently developed Economic Development Strategies, the new Essex-Windsor Regional Transportation Master Plan, and other relevant policies. The study will include analysis of existing travel patterns of motorist and truck operators, and forecasts for these patterns for 10 and 20 years into the future. The evaluation of alternative improvement plans will consider broad environmental, economic and social impacts in addition to transportation service impacts. Public information events will be held during the course of the study to allow those interested to discuss transportation issues with the study team and provide input. In addition, written comments regarding planning for transportation improvements in the Town are invited up until Monday, October 9, 2006.
