Tom Bonneau, left, and firefighter Mike Dickson are co-chairs of this year's Fire Fighter's Association of Ontario conference that will begin next week. Bonneau and Dickson said July 24 that over 400 families are expected to stay in the Essex area over the course of the conference, which ends Aug. 7. Executives from the Ontario Fire Marshal's Office will arrive in town at the end of the week, and firefighters should start arriving Aug. 4. The conference is a yearly business meeting that includes information and training for volunteer firefighters from across Ontario. The weekend also includes a social gathering for firefighters and their families as well as a competition among departments. The public is invited to several of the events. Union Water board agrees on annual budget BY DANIEL SCHWAB The Union Water Supply System Joint Board of Management approved all but one item from the 2006 budget July 18, a $960,000 watermain on Peterson Side Road in Kingsville. The board could not decide whether or not the project, which would potentially accommodate more water lines to Cottam and service Kingsville, Leamington and parts of Essex and Lakeshore over the next 20 years, fits into the common assets policy. "It has to be done," said Leamington Deputy Mayor Rob Schmidt. "Any large water line benefits the whole system." The board is expecting demands in the system to rise over time. The budget anticipates construction of the project to begin in late 2006. But for board chair Rick Cowan, the project has been "hamstringing the whole board up for a long time." Since 2001, Windsor's Stantec Consulting Ltd. has been on board to design a work plan. "This watermain has been identified as an immediate need," said Tony Berardi, a project manager for Stantec. "In fact, it should've been done last year." The Board agreed to reconvene July 28 after further consultation to discuss if the project does or does not fit into the common assets policy. The budget also includes $2,000 for the Essex Children's Water Festival. "This is where our water conservation stems for years to come," said board vicechair Katherine Gunning. "Attendance to this event has been phenomenal and this is where we get important conservation information out to the public." The budget also includes $100,000 for a drinking water quality management study, $47,000 for a low lift pumping station upgrade and a $50,000 sustainable water and sewage study expected to begin in the next 12 months. The Union Water Supply System serves the areas of Leamington, Kingsville, Essex and Lakeshore. At the Public Information Meeting, the Town's consultants for the study, C.N. Watson and Associates and CH2M HILL, will make a presentation on how the proposed rates were established. The applicants were granted a provisional consent (B/11/2006) in February of 2006 to sever a 0.78 ha (1.9 acre) surplus dwelling lot from the balance of the 20.2 ha (50 acre) farm. Under the new Provincial Policy Statement, which came into effect on March 1, 2005, it is required that the remaining farmland be rezoned to prohibit any future dwellings. The Committee of Adjustment added this requirement as a condition of the consent and the applicants have subsequently applied for a zoning by-law amendment to satisfy that condition. Therefore, the proposed zoning by-law rezones the retained farm to a special "A, Agricultural" zone to prohibit any future dwellings.
