Want further debate equalization factor The Acton Free Press Wednesday April Township will take its concern over the provincial equalization factor to the Minister of Municipal Affairs Reeve A MacArthur suggested when reporting on a meeting with Education Minister William Davis and Minister of Energy and Resources George Kerr The factor is one of the elements used in calculating the Promote Arbor Day The focus was on pollution at Nassagaweya Council as members approved a motion calling for a ban on returnable soft drink bottles received a resolution proposing reinstatement of Arbor Day in the schools of the province to clean up yards and roads and Reeve A MacArthur criticized statements concerning garbage along a township road Councillor A Ackman defended the resolution calling for the province to push legislation banning returnable soft drink bottles He maintained the bottles were a source of pollution won accept the theory the public wants returnable bottles the Councillor declared after Councillor Gibson suggested the soft drmk companies would support the returnable bottle principle Deputy Reeve Gordon tabled motion and agreed to a two week delay acting on it proposing the return of Arbor Day schools throughout Ontario He recalled the event of earlier years and suggested on a specified day children be encouraged to clean up yards and roads in the area co operation with municipal road crews Councillor Jim Watson told members discussions in the West Education Area were underway on a Pollution Week and the clean up might be one facet of that He also reminded the deputy reeve it costs a day to transport pupils to school and a cleanup day might make it difficult to justify the costs involved The Deputy Reeve suggested an Arbor Day might make young people more conscious of what the land means to them Reeve A MacArthur favored a pilot experiment in Nassagaweya alone on a voluntary bans and on a Saturday before it was promoted across the province Deputy Reeve agreed to table his proposjl until more information was available on school plans The reeve was also critical of published reports quoting the solicitor for Milton Brick saying the people of Milton Heights were dumping garbage on the town line where health inspectors had ordered the company to clean up Mrs MacArthur reviewed the township bad cleaned the area up and it was certainly not the people of the Heights who were dumping truck loads of garbage there During a meeting of Township Monday members Agreed to consider proposed revisions in the Municipal Elections legislation after members had had an opportunity to study the proposals individually Noted Premier John Robarts would be presenting a plan of development for the province at the Queen Elizabeth Building in Toronto on May Renewed the gravel pit licence of Gordon McPhail for 1970 Approved a resolution requiring all those submitting proposals for development to give one week s notice of their intention to appear at a Council meeting If the council decides engineering advice is required the developers must agree to meet such township costs incurred Learned the OPP vehicle on gravel truck patrol had hid four charges and issued two warning to operators for violations where loads were not secured There have been a number of complaints of stone and gravel falling off trucks and endangering vchicls passing or following the loaded vehicles Asked a Health Unit and Fire Department investigation of trailer accommodation on which complaints had been received Took no action on a complaint from Mr and Mrs D that manure from lic pony yard next door operated by A Conaglian was crossing the fence Reeve A Mc Arthur suggested since ho municipal by law was involved the township could not enter the dispute Deferred action on a request for a building permit by Karl Rcichart to build on a land locked property Neighbors represented by Basil McDonald entered objections to the proposal The matter is to be the subject of a Committee of Adjustment hearing to provide access to the site township portion of the Halton County Board of Education budget Mrs MacArthur reviewed the minute Toronto meeting and reported the Ministers very concerned She noted other municipalities were experiencing similar problems The reeve noted it was agreed the next step would be to meet the Minister of Mumcipil Affairs and talk over the problem of the provincial equalization factor to keep this year s increase from recurring next year The provincial factor is not subject to appeal Mrs MacArthur suggested the township was in a difficult position to complain since the mill rate will be lower than any other Halton municipality but it is catching up fast Issue garage building permit Council Monday night granted Gordon Barnes permission to erect a garage on the property of the former United Church Lot Concession At last weeks meeting council referred the mailer to the township planning hoard claiming the project on former church property would require an amendment to ihc township agricultural holding by law Monday night Mr Barnes presented a letter from the former owners of the properly indicating they fully realized the land would be used lor commercial purposes when sold it Councillor Ken Marshall said he think planning board would be offended if council saw fit lo issue a building permit for he garage under the
