Guelph/Eramosa council wont be enacting any traffic calming measures on Jollife Road or anywhere else in Rockwood Ridge subdivi- sion in the near future. A report from their public works superintendent Larry Van Wyck indicates most of the requested calming efforts would be counterproductive. He also pointed out that streets in the subdivision are still controlled by the devel- oper and until council takes over the streets they have no authority to enact bylaws to control them. Citizens requested all way stop signs on several inter- sections in the subdivision at a public meeting some months ago and council asked Van Wyck to investi- gate their complaints. They also asked that Jolliffe and Parkview Lane be made oneway and speed be re- duced to 20 km/hr in the subdivision. Van Wyck said the inter- sections do not meet the requirements for all way stops listed in the Ontario Traffic Manual. Even if the stops did control speeding, they create another problem because drivers forget or ig- nore the signs, he said. Making Parkview oneway would force traffic from Ellys Lane to travel the en- tire length of Parkview, he noted. He recommended leaving the existing designa- tion in place until the future of the commercial block is determined. While he agreed that low- ering the speed limit might be appropriate, it cant be dropped to 20km/h since the Highway Traffic Act sets 40/ km/h as the minimum speed. He suggested a uniform speed be adopted throughout the entire village of Rock- wood but suggested bylaws to enforce that be held up un- til he finishes a traffic count later in the spring. Van Wyck suggested also that council might want to consider banning parking on one side of subdivison streets or perhaps even banning on- street parking completely in the subdivision. He said he was surprised to count 224 vehicles on Jolliffe Avenue between Ridge Road and Dunbar Street since the street only has about 25 houses on it. Thats as much traffic as some of the northern (mu- nicipal) roads get in a whole day, Coun. Les Foote pointed out. Council agreed to put all action on the problem on hold for a while until the traf- fic study is completed in the spring. Rockwood merchants got a pat on the back from Councillor Doug Breen Monday for recent efforts to improve the looks of the villages main street. Breen said the business people purchased new ban- ners for the street and had them put up in time for the Parade of Lights early last month. The merchants should be encouraged and applauded for their efforts, Breen said, noting the ban- ners look good. He said he was happy to see them working on area improve- ment projects. Wellington OPP were called to a Main St. S. Rock- wood home Monday at 2:26pm following a report of an unwanted male inside. Officers arrived to find a 31-year-old Guelph man hid- ing in a closet. Investigation revealed that he was on bail with a condition not to be in that Rockwood resi- dence and he was charged with failing to comply with his bail conditions. He was held in custody until Tuesday pending a bail hearing at 10:30am in Guelph Court. Officers from the Wel- lington OPP were on routine patrol when they came across a break-in in progress at the Lake Road Market on Wellington Road 124 at Wellington Road 32 in Guelph Town- ship on January 5 at 2:30am. The officers pulled into the parking lot and were immediately rammed by a suspect vehicle, a 2001 Dodge Pick-up White, which had been reported stolen from Oxford County on January 3rd, 2003. The suspect vehicle then fled westbound on Wellington County Road 124 and was abandoned in a field approximately km from the scene. Three suspects fled on foot. Officers from Waterloo Regional Police Service, Guelph Police Service and the Ontario Provincial Po- lice responded to the scene. Canine units from Waterloo Regional Police and the Ontario Provincial Police were used to track the suspects but were un- successful in locating them. Wellington OPP believe the suspects may have also stolen a 1998 Mercury Mystique 4 door light blue Lic: AKSV-642 (Ont) from Guelph Township and fled the area. The three suspects involved were wearing disguises.
