Wednesday, October 11, 2006 · Page 6 Council looks into water mix-up, passes reduction in speed limit BY FREE PRESS STAFF Boil water discussion Essex town councillors may talk further with members of the Windsor Essex County Health Unit about a miscommunication over a water-sampling mix-up in Harrow. Medical Officer of Health Dr. Allen Heimann and Director of Health Proctection Deb Bennett spoke to council Oct. 2. A mix-up labeling samples taken in Harrow Sept. 11 caused Heimann to order a boil water advisory that affected 9,000 residents in Harrow and Colchester. At a WECHU meeting Sept. 21 Bennett said there is an option available for municipalities to avoid an advisory. "We ask them if that is so, and if they are willing to acknowledge that in writing," Bennett said about an instance where an employee acknowledges that they have made a mistake. "In that case, if they issue that in writing we are very comfortable in not issuing a boil water advisory." At the WECHU meeting Bennett said that option was expressed to administrators in Essex. "It was me that they dealt with and I have no problem meeting with the mayor and the individual that I spoke with," Bennett said. At the council meeting Bennett said she would look into the situation. She said her manager had the conversation with an employee of the town's water department. Speed limit concern Council passed a motion Oct. 2 lowering the speed limit on the Gesto Side Road from 80 km/h to 50 km/h. The motion also included an instruction to post a sign warning motorists that children are nearby. Director of Public Works Richard Beausoleil said lowering the speed limit was "within the warrants of the Highway Traffic Act." Beausoleil said a similar request to reduce the speed limit on Tremblay Side Road from Gesto Side Road to North Malden Road was not within the warrants of the Highway Traffic Act. The initial request was to reduce the speed from 80 km/h to 50 km/h. Council voted to reduce the speed limit to 60 km/h. Chief Administrative Officer Wayne Miller said residents along Gesto Side Road and Tremblay Side Road requested the speed limit changes. Protocol is for the director of public works to contact the police chief and inform council of the response, Miller said.
