History often repeats itself because we don't recognize the signs when an event is about to be replayed. Although the circumstances may be different, the outcome can often be quite similar to what we have experienced before. The corn and soybean markets in 2007 and 2008 could be comparable to those of 1996, so grain producers should prepare. "Learn from the marketing mistakes you made 10 years ago, and don't do what you did in 1996," cautions Moe Agostino, Senior Risk Consultant Management with Farms.com Risk Management. "There's an old saying, `the cure for high prices, is high prices,'" continues Agostino. In the fall of 2006, we saw corn and soybeans prices advance in a counter-seasonal fashion. Nine out of ten years, corn prices typically decline during harvest to seasonal lows around $2.00/bushel. Single Family Dwelling - The owner or occupant shall clear away and remove snow and ice from such sidewalks within twelve (12) hours following the snow fall or formation of ice. In 1996, corn hit a high of $5.54/bu in July, only to fall to $2.50/bu by harvest time. Many producers who were holding out for even higher prices found themselves selling at the lows. The high was $4.015/bu for the July contract on November 27, 2006. SEE RISK, PAGE 8 ONTARIO GOVERNMENT NOTICE NOTICE OF PUBLIC INFORMATION CENTRE Ministry of Transportation (MTO) Class Environmental Assessment and Detailed Design Highway 3 Reconstruction and Widening (G.W.P. 315-98-00) THE PROJECT The Ministry of Transportation, Ontario (MTO) has retained Delcan Corporation to conduct the detailed design for Highway 3 from 0.5 km west of County Road 34 (Talbot Road), easterly 6.9 km to 0.6 km east of County Road 8. The study area is located in the Town of Tecumseh, Town of Lakeshore and Town of Essex, County of Essex. During Detailed Design, the study team will address the first phase of improvements to the Highway 3 corridor as noted above, including widening Highway 3 from two (2) to four (4) lanes; a new pavement structure; drainage improvements; signal and illumination upgrades; intersection improvements and landscaping. THE PROCESS This project is following the planning process for Group "B" projects under the Class Environmental Assessment for Provincial Transportation Facilities (MTO 2000), with the opportunity for public input throughout. Upon completion of this study, a Design and Construction Report (DCR) will be submitted to the Ministry of the Environment (MOE) for information purposes and will be released for a 30-day public review period. Notification of the submission of the DCR will be published in this newspaper. PUBLIC INFORMATION CENTRE One Public Information Centre (PIC) will be held during the detailed design phase of this project. The PIC is scheduled for: Date: Thursday, February 15, 2007 Time: 4:00 p.m. to 8:00 p.m. Location: Essex Community Centre (next to the new Essex Library) Room No. 6 25 Gosfield Townline West, Essex, Ontario The PIC will consist of an informal drop-in centre with displays showing the technically preferred detailed design alternative. Details on construction staging will also be presented. MTO staff and their consultants will be on hand to answer any questions and receive your input.
