By Bob Bum Unless the Ontario government meets their demands on taxation reform Ontario Federation of Agriculture members will withhold education taxes this year Thats the message OFA Gordon Hul gave MPP Jim Snow of East and George Kerr of West Minister of Energy and Resources at a meeting at the Department of Agriculture off in Milton Monday morning Mr Hill said education tax should be a people tax and not a property tax He said farmer pays an unfair share under tbe present system noting the tax money for education should be paid by the province and raised through income or luxury tax I realize this cant be done in one step but we want to have a timetable with dates that things will come off on For 20 yean there baa been talk about Juggling assessment but there is no solution there he said He explained there was con s deration to tax just res dences or just farm buildings and then consideration for taking education tax right off farm property but there was always some reason it wouldn work The solution is not in juggling assessment but in shifting the tax from a property tax to a people tax Mr Hul said Education a service to people not to land and property and it should be paid by people We don t like to do this but unless there is satisfactory action we will and if it fouls things up thatitough HU1 said there was support from some county councils and school boards who favor the move Kerr reminded the representatives province bad increased the amount it paid towards education to per cent this year and that money would come from a people tax It is unfortunate the municipalities never passed the saving an average of nine mills in back to the taxpayer Kerr cated that budgets would tend to be fatter if paid directly by the province It human nature to make it fatter than necessary he said One fanner with acres said be paid in tax last year and poo of that was for education He said the man down road from him who lived on a small lot paid only tax Mr Snow explained the county would be assessed at market value beginning next year He said Cblnguacousy Toronto Township Caledoo and Pickering were among those already reass Harold Middle brook a Burlington farmer and chairman of the property committee of the Halton Federation said McKeough the Minister of Municipal Affairs realizes there is a problem in Halton as it had been reassessed but not to 100 per cent of market value Mr Snow said no one wants to give relief to farm land to help speculators He said it was hard to assist farmers without helping speculators The true developer is well taxed but is the the middleman who only pays agricultural tax who is bard to get at he explained Mr Km said the big problem was finding a definition of a bona fide firmer Kerr said there should be more control of education budgets tram Toronto and more appraisal by the department of education He said there would be some relief for farmer in assessment fall but no details of what that relief might be were spelled out He said a sample survey Mlssissauga pointed out that of parcels checked five were held by developers and this la believed to be accurate for that area Kerr said he feared helping a minority of farmers would help majority of speculators who need or deserve help He said Mr felt assessment at market value the most fair way but agreed had to be done lor the farmers I hope youre not serious about withholding taxes sure sumetnmf can be done Ha pointed out the case of Joan Ha In California who got into lands of trouble for withholding taxes I hope you dont go to Out extent he said Pete a Burlington farmer who sat on a committee writing the report far reform of farm taxation in noted his investigations the big was Identifying the fanner If you restrict jour to a private concern youre penalizing the man who went to a limited company to keep equity flowing In his family he saw Mr Snow noted the idea of Poo
